Fees & Charges 2025/26 Appendix 3

The following tables outline all fees & charges to be set for 2025/26, which are required to be approved by Cabinet in advance of the financial year. Additionally, the Registrars charges for 2025/26 to 2027/28 are also presented for approval in Table 2.

All fees & charges are assumed to be increased by the corporate inflation rate of 3.00%. Some fees and charges are recommended to increase by a rate other than the corporate inflation rate. Where this is the case, the rationale for the charge is outlined in the final column of the table, including where a fee or charge is set according to statute.

Some fees and charges have already been approved by Cabinet or a committee, such as the Licencing Committee. Where a fee or charge is already approved, this is detailed in the final column of the table.

Unless indicated (with a †), where VAT applies, all charges are shown inclusive of VAT.

Local Land Charges
The market is price sensitive and council benchmarking results shows BHCC pricing is high in comparison to South-East average. The service has seen some loss of income resulting from the fees being non-competitive and therefore it is recommended that all local land charge fees remain at the 2024/25 prices.

Registrars Services Fees & Charges
The fees below are for Non-Statutory ceremonies (Subject to VAT) and set one year in advance. All statutory ceremony fees are set three years in advance and are outlined in table 2 below.
Apart from private citizenship fees, non-statutory registrar fees have been frozen for the past two years as the profiles of these services were raised. Demand for these services has continued to grow. Fees are now being increased to reflect increased delivery costs and increase revenue from these established services

DEVELOPER-LED HIGHWAY WORKS (INCLUDING S278/38 AGREEMENTS)
Note 1: For S278/38 agreement items – (a) EVHW = Estimated Value of the Highway Works. This includes, inter alia, street lighting, electricals, statutory undertakers works, and traffic management. For the purposes of the Advanced Fee this shall be based on an early estimate of the proposals prior to any technical review. For the DCIF it shall be based on the final agreed proposals granted Technical Approval. (b) Fees exclude those for legal drafting, traffic regulation orders, structural/geotechnical AiP and commuted sums, which shall all be additional. (c) Fees are based on a standard scope of activities. If this is exceeded then 'supplementary' fees will be due at a time charge rate of £85 hour ex VAT. (d) In addition to these fees, applicants will be required to provide a legal undertaking at the point of application that they will pay any abortive costs that the Council may occur (including officer time @ £85 hour ex VAT) above the value of the advanced fee should the application not be completed for any reason. The post 16 contribution was introduced in September 2024 and was pegged to the cost of the citySaver ticket for children and young people. The price of the citySaver has risen and so the proposed charge of the parental contribution has been increased to reflect that adjustment in cost.

School Meals – Primary Schools (DSG)

This a DSG budget not General Fund and only applies to those Primary & Special schools who participate in the BHCC School Meals Contract. It therefore excludes all Secondary Schools, Academies and Free Schools.

All secondary schools and secondary academies within the city and the Bilingual Primary School, City Academy Whitehawk and Moulsecoomb Primary and West Blatchington, Benfield and Hangleton provide meals, including free meals to entitled pupils, through their own individually negotiated contracts.

The cost of school meals to the local authority (schools) is inflated annually in accordance with the price review mechanism detailed in the school meals contract. The charge for school meals in primary schools increased by 5p per meal to £2.65 from 4^th November 2024. The price was last increased to £2.60 in October 2023. The contract requires the payment of the Living Wage (Living Wage Foundation) to employees. Any decision to increase the selling price to parents in 25/26 will be made by June 2025 for implementation from 1st September 2025.

Any price increase agreed will be based on the contract price review terms or a minimum of 3% in line with the corporate inflation rate. The planned rate for September 2025 would therefore be a minimum of £2.73.

Children in Care

It is Brighton and Hove City Council’s policy to recoup a contribution from parents towards their child’s maintenance, where a child is in care under a s.20 Children Act 1989and where it is considered reasonable to do so.

This promotes parental responsibility and active involvement in the care of their child. BHCC endeavours to work in partnership with parents wherever possible by encouraging involvement in decision making and contributing to the costs associated with their child’s care, providing this is in the best interests of the child.
